Two individuals are now facing charges following a luggage theft where a substance thought to be irritant spray resulted in harm at London's Heathrow Airport.

Tyrone Richards, 31, and Anton Clarke-Butcher, 24, are accused of two counts of robbery and charges for using a harmful chemical, authorities have stated.

The charges follow an probe of an attack at the parking structure at Terminal 3 on Sunday. Prior to the attack, two female travelers had their suitcases taken after exiting a parking garage elevator, according to law enforcement.

A three-year-old girl was caught up in the incident during the incident. Several persons went to hospital for treatment and were eventually allowed to go home.

This event – which authorities stated was isolated and not considered a terror-related act – caused train delays and the partial closure of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
